General Description:
Authorized under Executive Order 9265 (EO9265) by President Franklin D. Roosevelt during World War 2. Ribbon is largely blue with thin red, white, and blue lines at center straddled by a white-black-red-white banding.


Award Criteria (as Officially Detailed by the United States Armed Services):
"This medal is awarded for service within the American Theater between Dec. 7, 1941 and March 2, 1946, under any of the following conditions: -Permanent assignment outside the continental United States (CONUS) -Permanent assignment as aircrew members of airplanes making frequent flights over ocean waters for a period of 30 consecutive days or 60 nonconsecutive days -Outside the CONUS in a passenger status or TDY for 30 consecutive days or 60 nonconsecutive days -In active combat against the enemy, if personnel were awarded a combat decoration or furnished a certificate by the unit's commander stating that they actually participated in combat; or -Served within the CONUS for an aggregate period of one year"
