General Description:
Established on June 6th, 1991 (the Military Division counterpart was established earlier on June 11th, 1984. The ribbon is similar in its largely blue coloring and thick inboard white bands as the Military Division award save for a thin white stripe down centerline.

Awarded to those persons having performed in an outstanding manner to the benefit of Canada and/or its armed services.
